ESAMI-TRAPCA Equips Somali Officials for WTO Accession

Mogadishu, Somalia – Somalia recently concluded a training program focused on customs modernization and trade facilitation, marking a significant step towards its integration into the global trading system and accession to the World Trade Organization (WTO). The program, facilitated by ESAMI-trapca in partnership with the Enhanced Integrated Framework (EIF), equipped Somali officials with the expertise needed to navigate the complexities of the WTO accession process and implement necessary reforms.

The training, held in Mogadishu from September 8th to 12th, 2024, represented the final phase of a capacity-building initiative aimed at preparing Somalia for full participation in the global trading system. It specifically targeted critical areas such as customs procedures, trade facilitation, and compliance with international trade rules, empowering participants to lead the accession process and implement necessary reforms.

A key highlight of the program was a presentation by the EIF on the establishment of a National Implementation Unit (NIU). This unit will play a crucial role in coordinating and implementing trade policies, further strengthening Somalia’s path towards WTO membership. The training also emphasized the importance of streamlining and modernizing Somalia’s customs procedures, including adopting technology-driven solutions to enhance efficiency, transparency, and risk management.

Participants gained insights into best practices in trade facilitation, focusing on reducing trade delays, adopting paperless systems, and improving risk management. These measures are crucial for creating a conducive trade environment and attracting foreign investment. Additionally, the training provided a thorough understanding of WTO agreements and international trade regulations, essential for Somalia to align its trade policies with WTO commitments and ensure smooth integration into the global trading system.
